Several studies regarding the perceived impacts of tourism development using casino gaming have revealed both positive and negative attitudes of residents(Long, 1996; Roehl, 1999; Hsu, 2000; Back & Lee, 2005, Lee, 2009). However, fewer studies have been conducted to residents’ perceptions of the legalization of Indian casino gaming operations.
Vaughan(2003) stated that amongst socio-demographic characteristics education and homeownership would appear to be more significant to differentiate the perceptions towards impacts of casino establishments. Highly educated residents are less favorable towards casino operations and homeowners are reluctant to give their support to legalize casinos.
Roehl(1999) suggested that it is common to find both positive and negative perceptions of the impacts of casino development from residents but those perceptions can be vary between socio-demographic characteristics including income, age, occupation, education, gender, length of residence, and homeownership.
Back & Lee(2005) indicated that socio-demographic characteristics would not differentiate residents’ perceptions of the impact of casinos and also the social benefit factors are more significant in determining support for casino development than economic benefit factors. This means that residents are more focused and concerned on improving their quality of life. Experts have long debated whether casinos are “crime attractors”, but there is no clear consensus on the connection between casinos and crime. A number of authors have explored the relationship between casinos and crime(Chang, 1996; Giacopassi, Stitt, & Nichols, 2000; Stitt, Nichols & Giacopassi, 2003).
Stitt et al.(2003) found mixed results concerning the relationship between gambling and crime, with some crimes increasing and some decreasing in very inconsistent ways across different communities. They concluded that there can be ‘no definitive conclusion regarding the effect of casinos on crime’. However, it is true that casinos tend to attract significant number of tourists and gamblers into the region and this can be a reason to have increased rate of crimes and disturbances in the society(Joo & Heo, 2008; Barthe & Stitt, 2009). In addition, tourism development including casinos has been recognised by governments and industry leaders due to economic benefits.
